Ships a test harness (/development-claude-plugin:test) and a maintenance dispatcher that validates plugin conventions and composes alongside the language plugin. Validators: version sync, SKILL.md/agent frontmatter, orphaned skill/agent references, directory layout, and shell-script quality (shellcheck / zsh -n).
